Minister for Revenue, Mr. Abdul Rehman Veeri told the House that the Jadeed Bandobast in 73 of 96 villages of Tehsil Marh was completed prior to undertaking of the Settlement Operations (revision of land records) under Digital India Land Records Modernization Programme (DILRMP).
He said that the remaining villages are being taken up under DILRMP for which the work has already been outsourced by J&K LaRMa through M/s Ram Tech Solutions Pvt. Ltd.
He was replying to a question raised by Choudhary Sukhnanadan Kumar.
Replying to supplementary questions, the Minister said under Phase-I of DILRMP, two districts of Jammu and Srinagar have been taken up on pilot basis along with three parallel activities across the State which includes scanning of revenue records, establishment of ground control points and development of Web based enterprise.
He further said that the survey, re-survey, digitization, scanning and computerization of registration process are targeted to be completed within 28 months in respect of Jammu and Srinagar districts. He said that the slow pace of settlement operations is on account of various reasons including shortage of staff, deployment of settlement staff in New Administrative Units and tediousness of the job.
The Minister said that a comprehensive mechanism has been put in place to rectify the errors crept in the Record-of-Rights (RoRs)/Annual Records during the revision of records. He said that aggrieved person is required to file a civil-suit with Deputy Commissioner concerned under Section 32 of the Land Revenue act for rectification of errors within a period of one year from the date of disposition of the RoRs and after one year the power lies with the Government under Section 27 of the Land Revenue Act, which have already been delegated to Financial Commissioner, Revenue.
Mr. Pawan Gupta, Mr. Deldan Namgial, Mr. Abdul Majid Paddar raised supplementary questions and called for expeditious completion of settlement process in their respective constituencies.(KNO)
